According to the product label you can apply it in the spring or in the fall. It provides 4 months of control. It will control weeds by preventing weed seeds from germinating for that length of time. The answers differ probably because certain weeds, such as crabgrass, are annual weeds. Crabgrass will die out in the winter but the seeds it leaves behind will sprout in the spring. If you want complete control of crabgrass, you should apply the pre emergent in the spring, before the crabgrass seeds sprout. There is a disclaimer on the product label directing you not to make more than one application to the same area in a year. This is why the experts on this gardening forum suggested applying in the spring. Hope this clarifies things for you.
