Is it too early to cut down my perennial plants and is it okay to use a lawn mower for this task?

I would wait until after frost kills the tops of the perennials. When they experience a frost the plants go into dormancy in a natural way. If you cut or mow down the foliage while it is still green, the plants will use up energy trying to regrow. I'd just wait until after the first frost. Once the plants are dormant, it won't matter if you cut the dead foliage off with pruners or with a lawn mower.
