Ornamental grasses are usually pruned in the spring, just as new growth begins. Leaving the grasses alone during the fall and winter months not only adds an interesting element to the garden, but the foliages helps protect the crown and roots of the plants from winter weather. In the spring you can either cut the dead foliage off or you can "rake" through the clump with gloved hands, gently pulling up the dead blades. I think this gives the plant a more normal look. If you cut the dead foliage down, the stumps will remain until new blades appear to cover them up. If you rake through the clumps, pulling up the dead blades, the clump looks a little more natural. Either way, wait until spring.
