can I reuse the soil from this year's vegetable potted garden in a raised bed vegetable garden that I plan to start this year?

Absolutely! You can actually reuse potting soil in pots for several years. I usually empty it out, mix in some fresh potting soil, then refill the pots. But you can certainly dump the used potting soil into a raised bed and mix it into the current soil. Best wishes with your garden!
