What is the best time to plant Skyrocket Junipers?

You can plant landscape trees and shrubs anytime the ground is not frozen. We usually recommend spring or fall planting - that's when temperatures are cooler and rainfall usually abundant, both of which help newly installed plants establish quickly. I'd plant them now.
