We just had our lawn landscaped with all our old landscaping removed. Must of the front lawn has been reseeded with topsoil and hay on top. Its been a week with no grass growing, can I overseed now and how will I do this.

You may be rushing things a bit. Grass seed will germinate in 7-10 days when the temperature is above 70F but can take two weeks when temperatures are cooler. I'd give the seeds another week to sprout. Be sure you keep the seeded area nice and moist. If it is allowed to dry out at any time the seeds will die. If you still do not see grass in another week, go ahead and overseed. Water as often as necessary to keep everything moist. Best wishes with your lawn.
