Mealybugs and cottony scale are insects that look like fluffy spots; a coating of white pn the surface of the leaves is a fungus called powdery mildew. It's more likely that your Christmas cactus has scale or mealybugs than powdery mildew, but anything is possible! You can control the insects by dabbing them with a Q-Tip dipped in rubbing alcohol. Sometimes you can suffocate them with insecticidal soap or neem oil. The powdery mildew can be controlled with neem oil, as well. Hope this information helps!
