Can I put garbage clipings in my soil for
organic matter such as friut,skins of friut,and food clipings to prepare my garden for next year.

You can, as long as you dig them into the soil rather than just spread them on top. They'll decompose eventually and enrich the soil. Use only fruit and vegetable parings, not cooked food and be sure to keep animal fats, grease, etc. out so you don't attract rodents. Everything should decompose well over the winter months.
