I want to give my neighbor a part of my clemantis vine. Do I dig it up now or in the Spring? Thank you for your answer!

The best time to divide clematis is just before new growth appears, after the plant emerges from dormancy. Depending upon the type of clematis you are growing this can be anywhere from February through April. Best wishes with your project!
