|Mandevilla needs some sunshine in order to bloom well. In Florida that would equate to morning sun but shade from the hot afternoon sunshine. If it is not growing at all I think the site is inappropriate. You may want to relocate your mandevilla and replant it in well amended soil in a site with morning sunshine. After planting prune it back a bit to encourage new (and hopefully flowering) growth. Best wishes with your plant.
