I found some stuff that is white in color and almost looks like the fake snow you spray on trees. It seems to be spreading and it is now making the leaves turn black and ugly. I tried some kind of pesticide but didn't work. What should I use and what is that stuff?

Sounds like either cottony scale or mealybug insects. These are difficult to control but keep trying! Neem oil based insecticides should work to control them. Good luck with your hibiscus!
