|when do I trim them? I wish for them to fill in and bush out to make a barrier, but I also want them to grow tall and form a fence--help!

|Spring is the best time to prune your arborvitaes. That's when growth occurs. To keep them dense and bushy, prune them all over by shearing off just a few inches all around (including the top). This will redirect growth all around and eventually the size will increase, providing you a nice dense privacy hedge. Enjoy your landscape!
