can I leave my perennials in the pots outside in winter.

It depends upon the perennial in question. The problem with containers in the wintertime is that the roots of your plants can freeze solid, which can kill them. You can sink the pots into the ground near the foundation of your house to provide protection, or you can wrap the containers with insulating material to keep them from freezing solid.
