I constantly have grass and weeds growing through the weed block and mulch in my bed. I recently saw black seeds that look like Crabgrass spores starting to sprout in the mulch. Someone told me to put sand on top of weed block and then the put the mulch down. Does this work? Can I use a postemergent for the weeds and spores if I have already planted shrubs? Meaning will it kill my shrubs.

You can use a pre emergent such as Preen to keep weed seeds from germinating. A post emergent might harm your established plants. I'd remove all the weeds by hoeing or hand pulling and then use a pre emergent to keep weed seeds from germinating.
