My first suggestion is Dalbergia Sissoo (Indian Rosewood). It is evergreen, fast growing and well behaved. Jacaranda is another suggestion. It is semi-evergreen and has spectacular flowers in the springtime. Crepe Myrtle and Texas mountain laurel are also good choices, and olive trees do well in your region and are also very drought tolerant. Hope these suggestions help.
