Should I cut down the plants now? Some stems are still green leafed or wait til spring.

Wait until frost turns the stems and leaves black, then cut everything off at soil level. Waiting for frost is the best approach - frost will signal the plant that it's time to rest over the winter season. Your peonies will sprout healthy new stems in the spring. Enjoy!
