Here in S. CA, when is the best time to hard prune roses?

Roses never really go dormant in southern California so pruning is typically done in December or January when growth is the slowest. At that time you can prune everything down to about knee level, choose 3-5 of the healthiest, most productive canes and prune away the rest. This will help renew your rose bush and it will begin to grow almost immediately. Enjoy your roses!
