Should perennials be cut back in the fall or in the spring. What about knock-down rose bushes

Wait until frost kills the tops of your herbacious perennials and then cut everything down to ground level. Woody perennials such as your Knockout roses should be pruned in the spring, not in the fall. Enjoy your landscape!
