I hate to say this, but you may be giving them too much TLC. Most landscape plants would thrive with all that care but oleanders perform best when they are planted in lean soil and are watered deeply only once a week. They bloom in cycles and they bloom on new growth so try pruning yours back now to encourage new (and hopefully flowering) growth. Don't feed them and water them only once a week. You should see an improvement in 4-6 weeks. Enjoy your garden!
