I received several grasses, a Lilac and something called Blue Sea Holly. Is it safe to plant these with the weather change coming in Tues.?

The best places for your new plants is in the ground. Even with the air temperatures plummeting, the ground will still be warm enough for the roots to establish themselves over the next few weeks. I'd plant them now. Best wishes with your new plants!
