It's difficult to find a Florida native shrub that stays small. You didn't say how small! Here are a few suggestions: Eastern coralbean (Erythrina herbacea) grows about 4 feet and has red flowers. Blueberry (Vaccinium) grows 3-15 feet with white flow4rs in spring. Wild Coffee (Psychotria nervosa) is a small evergreen shrub and produces small clusters of white flowers. The plant height is around 4 to 5' and has a mounding growth habit. There are many more native shrubs but they grow upwards of 8'.
