|Decomposing organic matter naturally develops a moldy growth and the best way to discourage the mold or fungus is to rake the mulch to help it dry out and to incorporate fresh air. If you rake it around every few weeks the mold will disappear. Bleach isn't a good product to put near your plants so I wouldn't recommend using it in the garden. Just rake the mulch around to expose it to fresh air and sunshine and the mold will disappear.
