How can I at least break even with this problem? I have tried everything from baking powder to dish lqd to regular canned stuff i.e. Ortho. Even cleaning up infected leaves on ground.

Black spot is difficult to control and, sadly, some rose varieties are more prone to the disease than others. Ortho liquid is an insecticide, not a fungicide so it won't stop the disease. I'd put it away and use Funginex or the neem oil based product called Rose Defense. Repeat applications will be necessary, as will pruning off the most obviously infected canes to remove the source of the infection. I wish there were an easier solution!
