Three weeks ago I overseeded and applied starter fertilizer. Could I apply a regular lawn feed for the roots of the other grass in the lawn now?

It's probably not a good idea to feed your lawn while the new grasses are trying to establish themselves. The starter fertilizer will benefit your existing lawn and after the new grass is up and growing and you've mowed it 2-3 times, you can feed. This will probably be the end of November, which is after your first frost of the season, so feeding won't serve any purpose to your lawn. For this reason, I'd wait until spring to fertilize.
