I live in the San Francisco, CA area. I am looking for a petite 4

Not many plants will fit into such a small space! You might consider growing heather (Erica carnea). It flowers 3-4 times a year (including winter) and can be kept small with pruning after each flush of blooms is spent. Another suggestion is Veronica and a third is dwarf pomegranate. All will grow upwards of 6" unless judiciously pruned but all take pruning quite well. Hope one of these works for you.
