My potted mums stayed out in all the rain and now they are drowing. I have been dumping water out. Will this kill them for good or can I help them come back?

I'd continue to drain them as necessary to remove as much water as possible. Or, set the pots on their sides and pull the plants out to allow the soil to air dry for a few hours. Keep the roots out of direct sunshine - you don't want them to burn. It shouldn't take too long for the soil to dry out. Good luck with your mums!
