when is the good time to transplant hostas?

Early spring is best for digging and transplanting hostas, fall is the next best time. I'd avoid moving them in the heat of summer or when the ground is frozen. If you move them now, they won't show new growth but should be well established by springtime and they'll grow happily in their new places. Best wishes with your hostas.
