In early NOV (as it is now), is it better to rake up all the leaves off the lawn before mowing it?

I'd rake them up and then mow the lawn low. While a few leaves on the lawn can be mulched by the mower, a heavy accumulation won't be easy to mow and the mower blades won't be able to cut them into small enough bits to decompose rapidly. I'd rake and pile the leaves up so they can decompose, or bag them and remove them completely from the landscape before mowing the lawn.
