Foxtail is winter hardy to zone 6. Your zip code puts you in the warmest part of zone 6 so I think there's a good chance your ornamental grass will survive the winter. Just leave the plant alone. Frost will kill back the top but the blades will flop over and help protect the crown of the plant from cold winter temperatures. In the spring you can cut or pull off the dead blades and new growth should emerge from the crown of the plant. Enjoy your garden!
