i have esperanza, hybiscus and a pretty orange flowering shrub. when should i prune them and also do i need to cover them with plastic or burlap over the winter ?

Your plants should be pruned in the early spring, and again, right after they have finished blooming. Don't cover your plants with plastic! Tropical hibiscus is the only plant you've listed that is frost tender. If the shrub is large, the tips of the branches will suffer winter damage but the remainder of the shrub will be just fine. In the spring, cut off any winter kill. If the shrub is small, consider draping burlap over it when temperatures threaten to drop below freezing. Best wishes with your landscape!
