Garden mums are perennial plants, even in Houston. Plant them outdoors now and in December they will die down (after a hard frost). At that time cut all of the stems down to ground level and pile a few inches of compost, straw or pine needles over the top of the soil. In the spring new stems will emerge from the roots and new plants will develop. Enjoy!
