Miniature roses have the same growing requirements as standard sized roses: full sunshine, good air circulation all around, adequate water and regular feeding. If your plants are developing fungal diseases they may not be getting enough sunshine or they may be overcrowded. Good air circulation promotes dry foliage, which will keep rust disease at bay. I'm not convinced your homemade spray was useful to any extent. I'd invest in a product made especially for roses to control fungal diseases. Funginex or Rose Defense are both good products. Be sure to apply according to label directions. You can prune your roses once they are dormant to remove the diseased plant parts. Best wishes with your roses!
