is it better to cutback mums in the late fall or leave them to be cut back in the spring

Wait until a heavy frost kills back the tops of your mums. When you are sure they are dead you can cut them off at ground level and mulch over the tops of the plants. If you cut them back too soon they will sprout and the new growth will die over the winter months. So, wait until the stems are dead and dry before cutting them back. Best wishes with your mums.
