A camelia 3-4 years old and against a house. Is it safe to move, as it is in heavy bud stage?

I'd wait until after it has finished blooming. I know that's months away but if you move it now and it goes into shock, it will drop those flower buds and you won't have any blooms. Wait until it has finished flowering and it will spend next summer developing flower buds for the following year's display. Enjoy your garden!
