i am over seeding w/ tall fescue & starter fertilizer.how & when is best way to do this.i live in cental new jersey

It's getting a little late in the season to overseed your lawn. This is usually something that is done in early October or in late April in your gardening region. You can certainly try, though, and hope you'll have 3-4 weeks of warm weather so the roots of the turf can establish before winter sets in. Start by raking the entire lawn to remove debris and to scratch the soil surface so the seeds have a good place to rest. They will need to make good contact with the soil in order to root well. Broadcast your seed, apply the starter fertilizer, then water the entire lawn to help wash the seeds down to soil level. You can spread a thin layer of compost or peat moss to help keep the seeds moist while they sprout. This will also keep the seeds safe from hungry birds! Best wishes with your lawn!
