How and when is the time to "dead-head" roses?

Spent roses should be removed all season long to encourge new stem growth and new blossoms. Cut roses and their stems off when the petals begin to fall. In the late summer or early fall, when new stem and leaf growth slows, leave the spent flowers on the shrub and allow them to become dry and swollen (these are called rose hips). When hips form it signals the shrub to stop producing blossoms and go into a resting period prior to the onset of winter weather.
