My arbovitae is in a pot on front stairs and has a fungus smell and it is brown in the center with bright green tips.

Sounds like root or crown rot to me, especially if it is dead in the center. It might also be that some critter crawled in there and died! I'd unpot it, brush the soil off the roots and repot it in fresh new potting soil. Be sure the container has adequate drainage holes and be careful with your watering. Water throughly but then allow the top of the soil to dry before watering again. Best wishes with your arborvitae!
