I've just moved into a new house with considerable beds planted with roses bushes, palms and other stuff I have no idea. Shoudl I put down mulch before the first hard freeze? I'm in central Texas.

You can spread several inches of mulch over the beds now. Mulch helps conserve moisture and moderate soil temperatures but it also helps suppress weeds so maintaining a 2-3 inch layer of mulch over the beds throughout the year will mean a lot less weeding. I'd do it now while the weather is still pleasant enough to work outdoors. Best wishes with your new landscape!
