When do I plant winter onions?

According to Barbara Pleasant's book, Warm-Climate Gardening (Storey Communications, ISBN# 0-88266-818-8), here are the seasons of the onion: for bulb onions are to be planted in late winter for early summer harvest; scallions can be started from seed in flats in late winter, early spring and early fall for a continuous harvest; and multiplier onions (shallots and potato onions), plant bulblets in fall and grow them as biennials.
