Flies are often drawn to plants which have a specific odor or those that are exuding sap, which is sweet, because they like to feed on it. Since I don't know the name of the shrub I can't venture a guess as to why else they might be attracted. At this point my only suggestion is you hose off the shrub periodically to both discourage the flies and also to wash off any sticky residue that might be attracting them. Wish I had more suggestions!
