how cold can it get before I have to cover

Both plants are frost sensitive so when weather predictions warn of temperatures below 40F, covering will help protect your plants. It's not so much the lower temperatures but the duration of that cold that can damage your plants. In Scottsdale and Phoenix frosty weather usually only lasts an hour or two so a light overnight covering is all you should need.
