The most common cause of curly leaves on citrus is aphid feeding. You can't fix the problem once the leaves are damaged - other than pruning them off - but you can help your tree avoid this problem in the future by inspecting the new leaves as they emerge and hosing off any aphids you see with a strong stream of water. Once the leaves begin to mature they will be thick enough to become less attractive to aphids. Best wishes with your lemon tree!
