My Queen Palm Trees have a white powder look up the palm frons, it washes off with heavy stream of water, is this a scale, or is this normal? I live on the East Coast of Florida., I am hoping its not a damaging bug of some sort...

A powdery white substance on the surface is probably powdery mildew. Scale insects do not wash off easily, nor do mealybugs so I suspect it's powdery mildew. You might want to trim off one of the fronds and take it into your local garden center or cooperative extension office for an accurate diagnosis. Helpful folks there can identify the problem and suggest treatments if required. Good luck with your Queen palm!
