Using plastic or recycle paper bags ok for covering plants?

Plastic is not a good material for placing over plants. Plastic excludes air and holds in moisture, both of which can kill plants. Instead, use the frost protection blankets you find in the garden center or drape your susceptible plants with old sheets or blankets. A paper bag or even a cardboard box is okay to use as an overnight protective insulation, but be sure to remove them in the morning before the sun hits the plants (they could bake!) Hope this clarifies things for you.
