I live in the Phoenix metro area. And as we are in the latter half of December, is it to late to prune my yard for the fall/winter season?

I think it's a little too late to safely prune. Although most of the landscape outfits seem to prune whenever the mood strikes them, there's still a chance of frost through January. Anything you prune now will respond by sending out new growth. The new growth won't be frost hardy and if frost arrives, will need to be pruned again. I'd wait until mid-February to prune things back. By March the threat of frost will be over and everything will want to put out new growth. Best wishes with your landscape.
