Do they need to be covered in the winter?

If you are referring to golden mound duranta, you do not need to cover them for the winter. They are hardy down to about 32F. They will lose their leaves in cold weather but the stems and roots are hardy in your region and new leaves will sprout in the spring. Best wishes with your plants.
