How often do mature rose plants need to be watered while they are dormant in the winter months?

The plants won't use water while they are dormant but you don't want the soil to get so dry that the roots dehydrate. So dig down into the soil. If it is still damp 3" below the surface, you won't need to water. If it is dry that far down, it's time to water. Apply water slowly so it has a chance to trickle down and wet the entire root system. Hope this information is helpful.
