plant code , THDA2081,, does this plant dry up for winter and if so ,should I clip all foliage off and let it start anew?

Unless your garden gets hard freezes, white bird of paradise should be evergreen all year around. You can wait another month or so and then prune off any dead foliage. As long as the roots are healthy they will produce new stems and foliage in the spring. Enjoy!
