Your zip code places you into USDA zone 8B. Plants rated hardy to that zone will survive your winter weather. I wouldn't worry about the premature growth from your bulbs. If the weather turns cold, the foliage will stop growing and wait for better conditions. If snow is predicted you can lightly cover over the foliage with an airy mulch - pine boughs, pine needles, straw, etc. When the weather warms up again, simply brush the mulch away.
