|Holes in the leaves are probably from little caterpillars and they can be handpicked when you find them. They are the color of the broccoli leaves so carefully inspect the undersides of the leaves each day until you pick off and destroy the entire population. An alternative is a botanical called Bt (bacillus thuringensis) which is sold as Dipel or Thuricide. It is a bacterium which acts against caterpillars but is not harmful to other insects, to pets or to humans. good luck with your broccoli~
